instant tax filed false returns to get big returns from the federal government. >> they added income or reduced income to get a maximum infund. >> reporter: customers were also being targeted. sharitta douglas owns several instant tax stores in the area. later customers complained that large fees were being deducted from their refunds. >> all kinds of bogus things taken out of your refund check and i could not sit there, the fran cheese the -- franchise owner and explain it. >> reporter: she's cooperating
